Start by inspecting the physical cable and sensor integrity with the following steps: Locate the speedometer cable connected to the speed sensor on the transmission. Check for any damage, fraying, or disconnections along the cable’s length. If there are any visible issues, repair or replace the cable as needed.
If the problem is with the Instrument Panel Cluster ( IPC) the cruise control should work as the speed sensor is providing the signal. The most likely cause would be a broken wire connection between the VSS and cruise control and speedometer. Here are the testing procedures for the cruise control which might help in solving both problems.
The one on the tail shaft is the OSS (Output Shaft Speed) sensor used only by the PCM Computer. Then you have the one on top of the rear end in the center, the VSS (Vehicle Speed Sensor) for the Speedometer (PSOM), ABS, and speed control. This one is all so called the DSS and the ABS sensor by some auto parts outlets and Ford dealers.
